Leg spikes???

Found this 71 S proof with what looks like spikes next to the eagles left leg (as you look at it its on your right).
Has anyone every seen anything like this? Any opinions on what happen?

Are the spikes raised? Kinda looks like die gouges to me. I've never seen it if it is. 'Seen other different variations of different "leg spikes", but not that one. Any chance for more close-up pics?

Here are two more pictures. The spikes look to be raised but I known looks can be deceiving when looking thru scopes.

Definitely PMD. Looks like contact marks. Remember: any time a coin is hit, the “ding” will displace metal. Just like stepping in a mud puddle, the displaced mud squishes upward around your foot.

I see where Andy is coming from and agree that it could be PMD.
Finding another identical one would put that hypothesis to rest.
However, I've looked at that area on MANY 71-S Proofs and can't say that I've ever run into that one.
If I had, I most certainly would have pulled it aside.
